A new data analytics framework is developed for Homeland Security & Emergency Management Department for historical hazard mitigation and public assistance project datasets. The historical dataset can be visualized by location, date, financial feature, and program type. Property buyouts and existing buildings are incorporated into the framework for analyzing avoided losses and historic losses. These estimations were integrated to the real-time system for a pilot city. Decision makers can access the system to evaluate benefits and costs for the acquired properties and historic losses for the existing buildings. Thus, a scalable platform that allows to investigate historic buyouts and of future acquisition is created for decision makers.
